One note I'd add is that even if we need to change a tag, there's usually a place you can store the tag's value without deleting it - in this case, `name:de`. There's a ton of great discussion about this on our forum - https://forum.openhistoricalmap.org/, and our wiki - https://wiki.openstreetmap.org/wiki/OpenHistoricalMap. Even a small thing like a village changing primary name invokes all kinds of European history, tagging practices (`wikidata`, `start_event`, `end_event`, and `start_date:edtf`).
